What was the core OBSTACLE in undertaking the activity?

The Ministry of Labour, Family and Social Affairs of the Republic of Slovenia establishes contacts with the appropriate ministries of neighboring countries whenever a need or a problem is identified, in order to find an appropriate solution. This contact can be established through official channels, but also, when necessary, through unofficial means directly to officials at the ministries responsible.

For example, after the bankruptcy of a Slovenian company from a border town with Croatia, a significant number of Croatian cross-border workers were left unemployed (migrating daily for work from Croatia). This problem has been identified as, according to the Convention on Social Security between Slovenia and Croatia, that the workers have not been sufficiently provided for unemployment benefits in either country.

Which were the main CAUSES of the OBSTACLE?
Which were the main EFFECTS of the OBSTACLE? In order to find a solution for these workers we contacted the appropriate Croatian ministry and organized a meeting between officials of both countries. After the meeting we  continued to work to find a solution for those workers using e-mail contacts. At the moment, no solution has been found, but a decision has been made to start negotiations to conclude an Agreement between the two countries on unemployment insurance for cross-border employees which should begin soon.
