| What was the core OBSTACLE in undertaking the activity? | The primary obstacle for the implementation of cross border cooperation projects are different national legislations. A bilateral agreement (an extra legal approval/ pre-decision of government other than the previously existing international documents such as the Madrid Outline Convention) with the neighbouring country is needed as precondition for starting and implementing cross-border cooperation projects. This has hindered and slowed down cross border cooperation projects, since the conclusion of an international agreement between the neighbouring countries was a precondition for starting a project. | |||||
