What was the core OBSTACLE in undertaking the activity? The primary obstacle for the implementation of cross border cooperation projects are different national legislations. A bilateral agreement (an extra legal approval/ pre-decision of government other than the previously existing international documents such as the Madrid Outline Convention) with the neighbouring country is needed as precondition for starting and implementing cross-border cooperation projects. This has hindered and slowed down cross border cooperation projects, since the conclusion of an international agreement between the neighbouring countries was a precondition for starting a project.
Which were the main CAUSES of the OBSTACLE? As previously mentioned, the main cause of the obstacle derived from the lack of an international agreement between the participating countries.
Which were the main EFFECTS of the OBSTACLE? The main effect of this legal obstacle was that it hindered the initiation of the CBC activity.
