The CBC operation dealt with the establishment of cross-border Belarusian-Russian-Ukrainian university consortium, consisting of 10 classical universities.

1. Development of higher education, by improving the quality of training and improving the level of research through the development of joint educational and research programmes in traditional academic schools and departments of participating universities. This is designed to use the intellectual potential of participating universities to improve student learning through mobility and integration.
2. The Council of Rectors Consortium, guided by the Berlin Declaration on Open Access to scientific and humanitarian knowledge and the Budapest Initiative, “Open access” has decided to facilitate the creation of their own information network, a “European digital library”. In accordance with this decision, the Consortium used the Belgorod Declaration on Open Access to share scientific knowledge and cultural heritage between universities in the border regions of Belarus, the Russian Federation and the Ukraine (23 January 2008). The main aim of the declaration of Belgorod is to encourage a phased development of open access to scientific knowledge and information on cultural heritage being produced by the universities of the Commonwealth of Independent States.- 2012
