What was the identified solution? Identification of solutions for proposed projects:
1. Establishment of a cross-border network and information channel for the exchange of information on projects at municipal level,
2. Development of project management software
3. Development of an internet platform for a database containing information on municipal projects,
4. Increased the ability of municipal experts for planning, developing and management of joint projects,
5. Established preconditions for partnerships for developing future inter-municipal and regional projects of mutual benefit.
How was the solution identified? The project team identified solutions for these problems via a prepared SWOT analysis and a written proposal for approval of project funding.
Who was/were the main actor/s responsible for its identification? The direct beneficiaries of the project were:

  • the team of the LP – Association of South-western Municipalities /ASWM/;
  • the team of the PP2 – Center for development of South-eastern Planning Region;
  • Municipal experts on projects and programs –
  • municipal employees coordinating the planning, development and implementation of municipal projects and programs.
How was the solution implemented? By whom?

Direct beneficiaries were directly involved in the project implementation of the following activities:

1. Mobilization of resources – forming of project teams, “kick-off” meetings. selection of subcontractors, preparation of action plans, selection of PRAG experts.
2. Establishment of a network of municipal experts on projects and programmes – Two meetings – one in Bulgaria and one in FYROM.
3. Development of project management software
4. Development of Internet platform for a database for the project.
5. Practical training with software product – A three-day training seminar in  FYROM  for work with project management software.
6. Practical training for work with the project database and Internet platform – A three-day training seminar in Bulgaria for working with Internet platform.
7. Organization of a closing conference.
8. Information and publicity actions on the project.
9. Monitoring end audit.

How long did it take for the solution to be implemented? The duration of the project was 12 months – from 30.05.2011 to 29.05.2012.
The project presumes institutional sustainability, as the database will need to be periodically updated due to the activities of both project partners, the expansion of the scope of the partnership, and the provision of services to member municipalities.  The project foresees that the project results will remain available to the target groups and direct beneficiaries. For the project to succeed participants will need to work towards the application of the partnership principals for the development of inter-municipal projects for sustainable development in the cross border region.

Did it have a positive impact on the overall level of CBC in the area? At the end of the project there will be established protocols for the preparation of future projects among network members. The number of project activities can be increased, their scope expanded and upgraded. The software developed and involvement in the database can be offered free of charge to interested municipalities and organizations as long as it does not reflect the specifics of the region. With the establishment of this network, it can be expanded to include participants from other regions and countries, such as neighboring Greece
