Concerning water management – besides the instruments provided by common legislation, chapter V on decentralized cooperation – the article L.1115-1-1 of the EGTC establishes that “municipalities, public institutions for intermunicipal cooperation and the syndicat mixte in charge of public distribution and purification of drinkable water may, limited to the 1% of resources of these services budgets, implement actions in cooperation with foreign local governaments and their associates, in the framework of the conventions foreseen in the article L.1115-1, emergency actions to help these local governaments and associates as well as actions of international solidarity in the fields of water and water purification”. This article clearly establishes the procedures to undertake for local governaments and allows them to cooperate with foreign bodies.
