In order to expand globally its teaching and research activities, the University of Aachen, in cooperation with several regional enterprises, launch a vast recrutement programme. Amongst the open positions, some shall be filled by highly-qualified experts coming from different countries worldwide. The location of the campus in a cross-border region shall entice candidates due to the possibility to reside either in Belgium or in the Netherlands. All the neighbouring provinces could benefit from this project.
EU Community Law imposes several limitations to the circulation and residence rights of higly-qualified personnel coming from non-EU countries. More specifically, they are bound to reside in the country in which they have their work permit.
The Campus staff member will thus not be able to reside in Belgium nor in the Netherlands.The adoption of the "Blue card" directive (Dir. 50/2009) represents a first step towards the adoption of a EU integrated legislation for the highly-qualified personnel coming from non-EU country. However, at this stage the Blue CArd is not EU work permit and still allows its owner to work only in one eligible country.
