The Meuse-Rhine Euroregion was founded as a working group in 1976 and is one of the oldest cross-border cooperation organizations. In 1991, this working group was converted into the form of a Stichting under Dutch law. The main participants are the European Union, the governments of the countries in this Euroregion (Germany, Belgium, Netherlands) in addition to the regional authorities of aforementioned States.
