What was the core OBSTACLE in undertaking the activity? Project implementation needs: A more intensive exchange of information on projects, consisting of sharing experiences and good practices. The establishment of a communication channel to discuss ideas for future joint projects.

Constraints of the Cross Border region: Municipalities working independently for the identification, development and implementation of municipal projects. Ideally, neighboring municipalities should work together using traditional partnerships.

Which were the main CAUSES of the OBSTACLE? To develop and implement successful joint cross-border projects a good bilateral relationship is essential in addition to appropriate management skills at both the central and municipal level in both countries. Problems arise when there is a lack of sufficient skills and accessible shared information.
Which were the main EFFECTS of the OBSTACLE? The authorities most involved in the project:
1. Municipalities:

From the Republic of Bulgaria – Bansko, Belitza, Blagoevgrad, Gotse Delchev, Garmen, Kresna, Petrich, Razlog, Sandanski, Satovcha, Strumyani, Hadjidimovo, Boboshevo, Kocherinovo, Rila, Treklyano.

From FYROM – Valandovo, Gevgelia, Bogdantsi, Doyran, Radovish, Konce, Strumica, Bosilovo and Novo Selo.
2. Regional authorities.

Bulgaria – District administration Blagoevgrad and District administration Kyustendil. From FYROM Centre for Development of South-eastern Planning Region – Strumica.

Without a resolution of the obstacles the following will continue to be problems:
1. Uncoordinated efforts for the identification, development, and implementation of municipal projects.
2. Lack of sufficient funds for local authorities to develop and implement joint cross-border projects.

Institutional and administrative aspects of the problem correspond to the:
1. No established cross-border network and information channel for the exchange of information on the projects at municipal level;
2. Lack of project management software;
3. The lack of an Internet platform with a database of accessible information on municipal projects.

The following aspects of the problem – Level of expertise and willingness of participants involved to cooperate correspond to the:
1. lack of expertise of municipal experts for planning, developing and managing of joint projects;
2. Lack of protocols for developing future joint inter-municipal and regional projects.
