Please, briefly describe the CBC activity you wanted to pursue Cooperation in education and children’s rights at the local level is based on agreements between the Ministry of Education of the Republic of Karelia and the National Board of Education of Finland, for the provinces of Oulu and Eastern Finland, Northern Finland. Additionally there are agreements between individual communes of the named provinces and municipal districts of the Republic of Karelia and between various educational institutions of the two countries. Annually up to 40 students, postgraduates and teachers of Petrozavodsk State University come to Finland for educational training, scientific training or to give lectures in programs that last from several days to 2 years.  To support academic mobility there is funding from donor programs as Erasmus Mundus, Tempus, CIMO, FIRST, etc.  The program for student teacher exchange has existed for over 15 years (in particular quantitative quotas) on the basis of bilateral and multilateral agreements with  Finnish universities.
Beginning in September 2011 Petrozavodsk State University will record the teaching load credit units / credits (ECTS), and organize the educational process on a block-modular principle.
Petrozavodsk State University is qualified to grant the Diploma of Higher Education in English – Diploma Supplement,accepted by foreign universities.
In 2004 and 2006 two trans-frontier universities – Finnish-Russian Trans-frontier University (FRCBU) and Barents Trans-frontier University (BCBU) were established, which act on the basis of multilateral agreements between higher education institutions in North-West Russia, Finland, Sweden and Norway. These long-term projects are aimed at developing and implementing a joint learning master’s programs (in English) that will allow graduates to receive further double MA degree (Double Degree Diploma).
Since the mid-1970s the Finnish language has been taught in secondary schools in the Republic of Karelia,  considered as one of the highlights of the regional education system. Learning the Finnish language is stipulated at the federal and regional levels.  In the year 1997 the Decree of the Government of the Republic of Karelia â„– 225 approved the Concept of Development of the Finno-Ugric school in the Republic of Karelia, in March 2004 the Law of the Republic of Karelia “On state support of Karelian, Vepsian and Finnish languages.”
In the higher educational institutions of the Republic of Karelia, specifically Petrozavodsk State University, there are long- and short-term language training programs for the bordering countries (primarily Finnish, Swedish and Norwegian).
The faculty of Baltic and Finnish Philology and Culture prepares qualified linguists for specialties “Finnish language and literature”, “Karelian and Finnish languages and literature”, “Vepsian and Finnish languages and literature”. Graduates are awarded the qualification “philologist” with assignment of the additional qualification “Translator (interpreter) in the field of professional communication (Finnish)”. In 2004, the new specialization “Translation and Practice of Translation” was initiated. Faculty students study the languages in depth and the culture of indigenous ethnic groups of Karelia and Finland. The Faculty has extensive international connections and contacts, especially with the universities of Finland. The Department of Scandinavian languages cooperates actively with international organizations such as Svenska institutet (Sweden), SIU (Norway), the Barents Secretariat and the Nordic Council of Ministers on more efficient learning of languages of the Nordic countries.
