What was the core OBSTACLE in undertaking the activity? Since INTERREG A was established in the 1990s, procedures have become increasingly complicated and it is becoming increasingly costly and hence problematic (in particular, financial problems) for applicants to take part in projects.The following problems, in particular, apply to both Operational Programmes at project level:

  • Major time delays between approval of projects by the advisory committees and ultimately the conclusion of promotion agreements between lead partners and administrative authorities.
  • Major time delays in paying out funds to the project providers, which generally leads to very long pre-financing periods for the project partners (principle of reimbursement).
  • In some cases, duplication is occurring in administrative processes (e.g. examination of project implementation reports).
Which were the main CAUSES of the OBSTACLE? National laws in Germany and Poland vary represents a major problem in relation to the cross-border programmes – also in respect of the INTERREG IV A Operational Programmes.Language problems are also proving to be an obstacle, above all the inability of the German side to speak Polish.The complicated EU regulations for INTERREG IV A are the main cause of problems associated with practical implementation.

The Operational Programme Poland (Lubuskie Voivodship) – Brandenburg, there are problems also caused by the particularly complicated administrative processes of the competent Polish authorities.
