| Which were the main CAUSES of the OBSTACLE? | Differences in administrations, in legislation, ability, capability, and language can pose difficulties for cross-border co-operation. Activities occur at different levels, which complicates cooperation. One issue is the recognition of educational certificates in neighboring countries. Another issue is the lack of national resources for research work on the cultural and historical heritage of neighboring countries. And there is a lack of cooperation and bilateral/political agreements between the relevant national authorities to solve these problems. | |||||
