| What was the core OBSTACLE in undertaking the activity? | To overcome obstacles for Nordic cooperation and mobility for students, researchers and workers the Nordic Council of Ministers has established the Nordic Cross-Border Forum with the aim of taking care of all challenges concerning obstacles. Despite working on this issue for several years where some problems have been resolved there are still some technical and administrative obstacles to overcome. In the field of education and training most of the obstacles have been resolved. There are a still a number of problems and uncertainties related to the European Collaborative Research Programes (EUROCORES). | |||||
| Which were the main CAUSES of the OBSTACLE? | For example, many of the participating research councils find that the procedure is too bureaucratic and time consuming. In addition, several councils are of the opinion that the professional quality of international applications may not always reflect the quality of national applications. | |||||
| Which were the main EFFECTS of the OBSTACLE? | The model implies a risk that national co-financing will be eroded if it turns out that more projects with national participation qualify in the final ranking than the respective council has set aside funds for in its budget. | |||||
